1. What are the rules of the organization that support What are the rules of the organization that influenced and impacted the decision, policy, program.
The organizations that support the new 2021 Virginia Cell Phone Law are It can Wait and StopDistractions.org. Both organizations do not have any specific rules but have impacted the 2021 Virginia Cell Phone Law with guiding principles and helpful tips to end distracted driving. The organization It can Wait gives five helpful tips to end distracted driving. They are “Use your car’s voice control, keep your phone on silent, give your phone to a passenger, use your phone before you go, and if it is important, pull over (It can Wait, 2021, Home pg.).” From the organization StopDistractions.org, there mission is “dedicated to eliminating the lifelong devastations that results when a loved one is killed or injured in a distracted driving crash (stopdistractions.org, 2017).” To reduce distracted driving, they use “advocacy, networks, serve the victims, and provide educational information and resources (stopdistractions.org, 2017, bottom of the main page).”
2. How did those impacted by this decision have input into the decision?
These helpful tips have impacted many individuals because from the organization It can Wait, 40 million people took a pledge to stop distracted driving (It can Wait, 2021, Home pg.). On the StopDistractions.org site, many have shared their story on distracted driving and there is an awareness campaign that this organization had established to end distracted driving (StopDistractions.org, 2017, Home pg.).

The groups that are impacted by these policies are those that have lost a loved one to someone that was distracted while driving. Many of the families that have lost a loved one to distracted driving have joined these organization and try to bring an end to distracted driving. From the organization It can Wait, many individuals have given their story on how they were impacted by distracted driving (It can Wait, 2021, Home pg.).
4. What are some of the unintended consequences of these decisions or policies?
The unintended consequences of this law is that if an individual is caught with a cell phone in their hand, they will have to pay a fine of $125.
